Not only did he show up on time, with paperwork prepared with information on the property, pointing out both good AND BAD aspects of the property, he was educated on the area and shared his knowledge, he was extremely personable and was able to carry on a conversation with my significant other while I went in and took my usual videos/made my lists/etc. 

I'm prepared to discuss with his boss and the City Supervisor.

That is probably best way for you to approach this all right now until you understand more about the asset class and are prepared to really structure this sort of enterprise properly.

With that being said, are you prepared to purchase property if you cannot assign?

You don't appear to have a properly prepared contract for deed agreement.  

Determine what kind of distress you are prepared to deal with and look for it.
