I've thought of something along the lines of paying him the back taxes owed + penalties (~2k) as a "down payment" and making payments from there with whatever terms.As he is a realtor, I'm sure he knows the tools and tricks of the trade.

This is called the Velocity of Money, and leverage (debt) can be a very good tool to increase that velocity.

Also, you can buy the weed removal hand tool for under $5 and give each tenant one of those; I was able to buy them on sale at Ace hardware earlier in the year for under $1 each.  

Imagine having your mortgage paid for and how much extra income that would provide to purchase more properties...just another tool for the tool box on raising capital and being creative.
