I don't trust that tenants will care for it properly.  

The promissory note is almost useless without a corresponding mortgage to create a lien on the property.There's also no reason the title company shouldn't record it if done properly.

The fact they are complaining online might be an indication the property manager dealt with them properly so be sure to ask the manager for their side of the story.7.

I was under the assumption that this was a fairly long process requiring testing, the proper insurance..Etc.

Freezer door should close properly and should have little to no ice accumulation.Cabinets: should be clean and neat.

Pick up trash, clean ac condenser coils, check all cabinet pulls for tightness, lubricate door hinges and make sure security devices work properly.

Without proper answers to all three of those questions, I wouldn't move forward.Stephanie 

You can give proper notice that you are not going to renew in any way (term or month to month) and they should vacate on X date.
