But now the Industry Guidance requires all persons entering the property to 1) comply with the Posted Rules of Entry as a condition of entry, and 2) agree to the prevention plan.

You want to pay your HOA to prevent any current/future problems.

This is something put in by the federal government to prevent people gathering into shelter homes where the likely hood for spread of virus is high. 

If the lender becomes aware of the forbearance plan, or the loan modification because it was recorded ( i'm assuming you have a recorded partial  claim due because of the FHA loan ) , or if your credit was dinged than that would be another story and could prevent you from getting financing for a period of time.

This action would prevent the neighbor from saying they didn't know about it or your tenant saying you didn't do anything.Do the same with a letter to your municipality.

I think a great point you made was the lease capping the thermostat as a solid way of preventing the overuse/abuse of the heating system during those long cold snaps.
