At this point I'm inclined to average fuel usage over the last few years and come up with a heat included number to add to the rent.

Always be in front of the contract and prioritize where you're buying and entry price. lf all those are three in your favor, you have a lot of leeway with some of the normal but difficult parts of a fix & flop/hold.

At this point I am trying to resolve amicably  but will look into at least a cease and desist if that doesn't work.
