The current regulations that try to accommodate everyone that want to live in various blue states, take away choice of low density areas in the nice areas in those states.The US does not have a housing crisis.  

You said it's a rough neighborhood, so painting it Bahama Blue or some other Martha Stewart color isn't going to increase your profits or make it more or less of a slum.
