It is not a refinance but rather a loan modification that typically just extends your payments out longer thus making the loan more expensive.I suggest going into your lender and talking to them to see what other, if any, options are available.

Thank you all for your comments.I'm not sure rebuilding the steps is an option as they would have to be extended and pushed into the bottom room which would not work due to the bottom floor layout.
