There are all sorts of folks that do lending in the private space from institutions to individuals, the more experienced they are they are going to ask the hard questions about the deals you are bringing to them.

In my experience the interest rates for PL vary, I have seen between 12-14% and as low as 8% for experienced investors. 

The best advice I can give you is to network with anyone you can, I have been on BP for a little under 6 months, and one of the things I have noticed is most of the experienced investors have little to no time or motivation to talk to new investors.

Drastically different than the other markets you mentioned.For me personally I would not invest in a market that wasn't experiencing at least moderate population growth.
