I agree with @Roy N. that it sounds like the weep hole(s) at the bottom of the storm window frame is/are blocked, or the weep area around the bottom of vinyl replacements near the sides is blocked.So, what type of window is this, so that we can suggest how to look for this?

If the nicer houses on a block are selling for $50k in a war zone, why would you buy the lot and build a $100k house on it?
