From what I hear, Cleveland is really shaping up and recovering from the downturn.

I would suggest that you get a clear direction from the JV investor as to the criteria:  rehabs come in all shapes, colors and sizes. 

I recommend two other very important considerations when purchasing your first properties:Macroeconomic Trends: Know what's going on in the economy (and projected outlook in the next couple of years) and how it will affect your RE purchases.Local Knowledge: You should find local brokers who focus on multi-family investment clients.

Henry County market trends for owner occupant are dictated by the school districts. 

I won't do business with family or friends in any way, shape, form or fashion.  

Homes have been appreciating upwards to 7-12% in those areas the past couple of years and will continue on that trend for a few more.  

Sometimes micro and macro economic trends need to be observed.  

If it needs work, offer less or just buy a property in better shape.  

Even though the market in Tucson, Az is currently appreciating slightly I'm not sure how it will be on Apr 7, 2016 and I'd hate to have the market start trending downward.
