Developers physically pick up their stuff, throw it on the street and kick them out?

Sometimes that is not possible because of local laws and regulations and sometimes it is not possible because the tenants will move to a property where they don't charge for utilities.So you might actually look at physically separating the utilities.

If not, why focus on areas you can't physically see?

Ask the contractor to check and see if there are any units at their supply house that may have some physical defects which you may be able to get a discount.
