You have to test and track to see what works.If it didn't pull ANY in 3 weeks then another week won't make a difference.You have to change what you are doing and test and track again.

They should make it right regardless for each client.I would have an honest conversation with the contractor.They might not even know HOW to fix it and hoping something works.I wouldn't redo the whole concrete unless it failed the strength test and the mix was bad.
