But if fannie mae fails to properly screen the prospective buyers, and then fails to bust them for breaking the contract once they are caught red-handed, I believe I have a case against them.

If the place WAS winterized, you would see some telltale signs: red colored antifreeze in toilet bowls, field service stickers with phone numbers, signs on the water faucets that say it has been winterized, etc.

A tenant that will not sign a new lease is a probably a red flag as it is a very simple process and unless they are planning on bolting will want to sign up again.So there are many options.
