Sorry those people are just greedy and stupid  CA recognizes the restrictions of rent control so properties are sold at less than market and the property is taxed at less than market.

Add to that the fact that some leases restrict the amount rent can be increased each time, and the leases themselves depress market rent.

They don't allow cash-out on #5-10.Since then Freddie Mac has extended # of loans to 6, and they don't have any restriction on cash-out.
