Is the HOA adequately funded for community capex (building roof, siding, parking lots, etc) so that they don't have to assess the owners?

Instead, they offer a new, clean estoppel from tenant.I cannot fathom how a claim of this nature would be placed verbally and not on a written notice.

Isn't using cash for keys just passing the problem on to our fellow real estate investors who may now take on a tenant with no eviction record who otherwise would have a record thus alerting the criminal nature of these tenants to the home owners due to an eviction now being on their record?
