I would ignore all of her "add on" requests at the moment and ask her to provide her dog's photo, breed/weight information, proof of vaccines being up-to-date, and registration. 

Sounds a bit like a shakedown to me, but then again if I went for rabies vaccination and this was my cost you can bet Id be looking to get reimbursed.

If the dogs are not licensed or properly vaccinated, the owner is subject to fines.

The only thing that you can legally expect/demand is that the dog is "reasonably handled"; leashed (unless medically required that it NOT be leashed), nice and gets along with tenants, not threatening, vaccinated (I believe, you'll have to double check this), etc.

A deposit and monthly fees have to be paid, and the landlord has to see the animal and the vaccination papers.
