I'd look at the edges around the Detroit Shoreway area, edges around Ohio City, Tremont; anything in Old Brooklyn - also anything close to University Circle (Cleveland Clinic, University Hospitals, Case Western - major cultural hub + employment center).

I've observed time and time again that secondary and tertiary markets, when selected without compromising on rental demand, laws, and tax/utility expenses, are as operable as major hubs but with more opportunity to swing a 10-cap or above.

An option you might want to consider is short term rental (Airbnb, VRBO) since it is so close to Legoland, you have families visiting that area year round, and one good advertising advantage is since Winter Haven is central to Tampa and Orlando, families can use that location as a HUB to visit Busch Gardens, Universal, Disney etc.Of course if that was an option, make sure to check local rules and regulation for short term rentals.
