He did provide a Scope off Work at the beginning of the project, but he never adjusted any of it for change orders such as substitution vinyl plank for carpet.

just an update on this.We have pulled up all the old carpets and painting has started. 

Were those hardwood floors already under that nasty carpet?

Like you could depreciate carpet over 5 years or whatever.  

We have a property that has interior hallway access to the units that currently has old, beat up carpets.

We refinished hardwoods, added carpet, completely redid the kitchen, light fixtures, and painted the interior and exterior.

His estimate is unclear here, in my opinion, but I'm unaware of the previous conversations y'all have had.HVAC ducts is a good price, especially if he is also including the replacement registers.I have no comment for carpet - no experience here to say.$1500 to paint the whole house seems high to me, but only because I know I can paint a place that size myself in a couple of days. 

It's in good condition and is rentable after some fresh paint and maybe carpeting.  

Our tenants just moved out and left our home dirty with stained carpet (which was brand new when they got there) lots of scratches on the wood floor, holes in the walls, chipped paint and large scratches in walls.

We offered tenant the opportunity to try to clean the carpet but they concurred that it had been destroyed in a year.
