@Robert Smith, looks to to me like the OP isn't looking for "Sellers"; but just people who are already renting out their investment properties (at under market rates). ie.

My plan is to to start with all the exterior work first (roof, siding, deck, windows and doors) and make it very attractive at least on the exterior, and begin marketing the house to some home buyers who are looking for a project where they can have their input if they buy. 

I haven't done any rehabs in this area, but I hope to be able to to do that soon.

Can I do a "subject to" to get control of the house and then do a short sale?

In Colorado you could get publications announcing that a property has been foreclosed upon and an auction sale date, but the properties rarely went to auction on the given date; for the actual auctions happening in a given week I had to to go to the county website.I did find some of this information on the John L.

If I am at any of those levels, that is just what I need to to do to get the business.
