I think it would be sufficient if those with certain mental conditions maybe under certain medications could be listed for say the ATF, read only, to deny requests to purchase and/or extend waiting periods.

At $650k, you are pushing the limits in my opinion by going at 75%, I would want to be in the lower 70's. as stated before, when exit values extend into the million plus, your max should be 70%.
