You could resolve their cash needs by using a "cash rich"Partner. 

Your rich uncle, the guy that went to college who became a successful doctor, etc.

"Accredited" means RICH, "sophisticated" means SMART.

Then you add the strategic military location on top of being a world famous tourist location and you got a never ending supply of transient population for rentals and high demand for investors or rich retirees.

If your income is low saving dimes and nickels won't get you rich.

However, please allow me to forward on some great advice I heard on a Bigger Pockets podcast: no one gets rich on their first deal but they can get rich BECAUSE of their first deal.

This won't make you rich, but at least it is something. 

 - Everyone I know who got rich fast in real estate 05-08 lost it all shortly after.
