You can google most climate resiliant areas in the US and the area around the great lakes will come up.

Most PM contracts have a get out of jail mostly free card but this borders on gross negligence (an important distinction from simple negligence) if you could unearth that from a simple google search and you may have a case to collect. 

I also like to build a google earth map with the school ratings and economic centers (large employers, hospitals, government...).

If the place could rent for $1400 a month and they are paying $600-rip the band aid off and increase it to $1000 starting Jan 1.
