If I recall correctly, that PA statute refers to the Unfair Trade Practices and Consumer Protection Law ("UTPCPL") for liability.

In other words the law is that if a roof repair/replacement is required in order to go solar then the roof required is eligible for the 30% tax credit along with the solar system.

It's better to just reference the actual law as the answer is, of course, "It depends."

When you approach seller or buyer it is against the law to pretend otherwise.

Why would someone pay four times as much for an "education" of how to try and circumvent the laws?

If they have storage and say this is an extra by the road garage you need to either run your electric off something else or compensate them for what you use according to laws about foriegn loads in your area.
