Basically here we're never any gutters on the home and the grade of the landscape did nothing to help funnel water away.

Cost to replace with builder grade finishes is $130/sqft, nicer $150.  

The proper fix would be to remove the uneven section of sidewalk, level/grade the dirt, and then pour a new piece of sidewalk.

It's taken me years to hone my homeless looking painter plumber handyman skills where most tenant  requests are above my pay grade and they don't get mad. 

High end versus "builder grade" appliances will depend on your margins/cash flow as well as your clientele and the rent you're charging.Personally I rent and flip "basic" units.

No one else has apparently noticed, but that's high-grade narrow-strip hickory.

And then the other question would be should we just get low grade carpet (I.E. like 1.25-2.00$) or mid grade?

Any exterior drain tiles that may have been buried around the foundation are likly clogged, and if you add in the factor of poor drainage due to settling of the original grade and/or man-made causes, you probably get more groundwater directed to the foundation as well.

For instance a restaurant chain can be credit grade but not investment grade BBB- or better.
