So I live in NC, not MD, but I can tell you this is garbage.

For now, I am just a free consultant for my landlord friends ha ha.Just today, I was walking by the dumpster outside that is under one of the old-fashioned garbage shoots, and of course, there is garbage all over the ground around it, because tenants just throw garbage into the shoot without bagging it first. 

Remove attractants, such as food that is left out and uncovered garbage.

The trash goes into a closed unit that compacts the garbage automatically every now and then.  

It is really up to you as a landlord to decide whether the calculated utility rates for your area are advantageous to you to include in your rent (water, sewer and sometimes garbage often are) or aren't (power and gas usually are not).

Why use a garbage can when you can just toss your chicken bones on the floor like they did in medieval times???

They will stop you as you leave to go shopping, when you take out your garbage, and want to mention problems or just chat you up. 

They even quoted $500 for a garbage disposal replacement which I get done for about $180. 

They aren't making more dirt, you can't build up in most areas and the immediate land to the south is garbage.
