If you use DIL and there is any leftover phantom gain from the tax authority if you are insolvent you might can use the insolvency form to wipe out the phantom debt with forgiveness.Likely if this property has all these problems the lender will not want to do a DIL as they do not want to own the property for liability reasons that could exceed their basis in the mortgage note.I have had lenders tell me this on commercial properties before.No legal advice given.

As long as the rent you are asking from them is consistent with your other rents, than the Housing Authority will subsidize up to that number.
