See if you can go directly to the DCA in trenton and pick it up over the counter.Seth in New Jersey a green card, sort of like statewide certificate of occupancy for multi family dwellings three units and up as well as hotels, is needed when obtaining permanent financing.

Possibly if you got a construction to permanent loan or a portfolio lender, but if its an FHA approved mortgage then definitely will not be able to get financing.You will not be able to get it done prior to closing unless you do the work at your own risk (what if you do the work and the seller decides not to sell to you).Proceed at your own risk
