We've spent about $1k with our existing property management company on repairs in the past few months, but their in-house repair team did not address the issue.Right now we have a trust issue. 

One of my concerns was the heating oil currently in the tank.

A decent contractor will be able to determine how tall the header and stud jacks he need for simply opening that up a little more, nothing that concerning.

I should add that I am currently living in Irvine, so I am able to go to the property and meet with whomever it may concern over the property. 

I don't think it would be an issue, however, my husband has concerns and will not feel comfortable moving forward until they are addressed. 

This doesn't even address how people are going to fit two dumpsters on a city lot.

Anyways, I'll check with the local appraisal district information and there's no phone number or name or other address to the owner.

But I would be circumspect about how I requested the records (need them for personal research project), how the information appeared when disseminated (all indications that it came from the State would be removed), and how I phrased my interactions with property owner's who were identified through use of public records (I'd never mention that the owner's identity or address was obtained from the State or County, only that obtained the information legally at considerable cost).
