My rental application asks for all the occupant info, who, names, ages, jobs, income, debt how much, savings, SSN, drivers license, date of birth and a signature that gives me permission to run a credit check.  

It sounds like offering him the typical offer of ARV x 70% - repairs will not work and probably make him mad and destroy any chance I would have of making him another type of offer.How would you suggest I would proceed?  

If I try to buy a home with a low ball offer, maybe I make a couple agents mad.
