I'm not sure of the specific limits on each, but I know that there are options which allow more than just paint and cosmetic upgrades. 

I could still make money with a 30k upgrade budget per year.

Other A lines I've used would come out and make  me 'upgrade ' a bunch of crap periodically.

You may have upgraded the situation :)If you think she helps, might as well run a background and add her to the lease at this point.

However, I’m currently purchasing a Tri-plex that has 2 tenants and Is in need of some upgrades and repairs.

I have a unit with electric baseboards an while maintenance is minimal there are always cost complaints.Mini splits supposedly cost less to run then electric baseboard but I have not tried them as we would need an electrical upgrade.

But, now as nuclear reactors are slowly being checked, upgraded and restarted, oil is likely to drop again.

I had a bunch of construction material/debris from my last flip (some usable items like a box of partially broken tile, old sink, old toilet, but also a bunch of trash) and posted pictures of it on craigslist and offered to pay the lowest bidder to haul it off.  

I am curious what others are seeing, since I am strongly considering upgrading and selling a few of my SFHs in the area.

The details as provided. 10 units(5 Duplexes), 2 bed 1 bath per unit, 640 square feet each, 2/3 acre, built in 1986, new exterior paint, new fence along parking lot, many interior upgrades: resurfaced bathtub surrounds and kitchen counters, tile floors, central heat/air.
