If you are uncertain if the animal in actually a service animal you can ask for a certification but in some cases not having one doesn't disqualify it from being a service animal in the eyes if the ADA.

While the driveway space isn't covered, it's still closer to the front door than the street and the tenant never has to worry that they'll have to park down the street bc there's an unusual event going on in the the neighborhood.

San Francisco appears to have them as well, although I'm uncertain if they're constructed differently.That is unfortunate about the high operating costs of those buildings as I am sure they are beautiful and it enhances the neighborhood to have them maintained and occupied.
