Why does the tenant have access to the basement?

I already have access to properties behind on taxes, but most of those sellers aren't that motivated to sell. 

I am trying to get access to look around inside and maybe do an inspection.

We can quickly see by looking at the tenant's water bill if there is extra use.... meaning either an undetected leak somewhere, careless use of the water, or unauthorized occupants have moved in.

Entry into any form of building consisting of rooms, apartment, and inside of the building need to be controlled in such a manner that it provides access to only those who have approval.

Maybe the one in the hospital is the only one who has access to the money in the bank at this time.
