I do think the slavish respect for cops probably increases the likelihood of the kind of stuff we saw in the video.

Couple years ago on a rehab we were having trouble with vandals.We put in both covert and overt video recording devices and let the neighborhood know.The trouble stopped; although the vandals would march by and give the finger to the overt camera.
