@Nikita Sharma  Congrats on your first post and good job raising awareness on this relatively new law. 

Bill Allen did a Facebook challenge over the last several months about raising private money and that was a good resource for tips/tricks and the mindset shift that goes behind raising money.

Once the unit is renovated I told her we would re raising 100 bucks, she immediately started breaking down, hysterically.Here is my dilemma, I will be leaving the area soon to military orders.

Many investors are looking to raise money so if he thought you were successful in another field he probably thought/hoped you had money to put in his deal and then he might have been willing to show you the process etc.  

With the raising current market, I'm finding it difficult to find any "deal" worthy of renting.

@Neil Quinn I've converted basements to make duplexes (this was my first house hack; a raised ranch with a basement apartment) and I've also built a new duplex.

What is the best resources training or coaching available to raise  private capital?

I work in a very stable industry and my company gives a raise between 4-8% every year so my income stream is a minimal concern.
