I would include the fee for the garage in the cost of the apartment with instructions that the garage door is to be closed as soon as a car has entered or left. hopefully you have garage openers.. also state owner is not responsible for lost or stolen property.

The house had gone into escrow numerous times and had always failed inspection, it needed a lot of work with "hidden" problems so it showed OK but had lots of rot.

Illiteracy: inability to read or write.Obviously if one receives a letter informing them they will be relocated to a hotel and they do not leave as instruct it must be due to the fact that they could not read the letter.
