Also, I would disagree about the military in Norfolk- I would bet more live outside of Norfolk than inside (not including those in base housing/ship)/

The act of the person may be shown in any manner, including a showing of the efficacy of any security procedure applied to determine the person to which the electronic record or electronic signature was attributable.And I strongly disagree that you can say with reasonable certainty that a person signed a document because you sent him an email.

I did turn down a guy last week whose score was 692 despite apparently having two cars repo'd,  three accounts closed with the notation "customer disagrees" and he also had a conviction for driving without insurance.
