Also its simply not that common in the dc area for renters to have renters insurance, so even if I required it, the tenant would be cancelling it the day after they showed me the policy.

If you plan to stay in cash on the other side of the balance sheet you can use the two to blend a much higher ROI than simply going cash without the 1031.
