Why do most Brokers/Agents refuse the 'Exclusive' challenge despite holdover clause?

Perhaps my recent stance on this is because i'm both an agent and investor now and I'm trying to see sales from both angles; ie in one recent deal I was involved in, a dedicated sales team employed by a prominent builder were constantly bombarded by agents contacting them wanting ERTS wasting their time and causing distractions at the sales team's open houses and such.I've seen too many cases where a FSBO finally gave into a ERTS only for the property to sit on the market longer than it 'may' have if it was just exclusive agency or open agency.
