When LJ was 9 years old he decided that he was going to buy a house when he 'grew up" because we were sponsoring a child through "Save the Children," and when he found out that the little girl we were sponsoring slept on a muddy, dirt floor he decided that he would save up for a home so that he could keep "poor people" from sleeping on dirt floors. [ one Autistic super-power, perseveration] I told him that if he wanted to do that then he should start saving money.

Kids under age with no parent or legal guardian are generally turned over by police to child services as the property is emptied.If you didn't cover all tenants known and unknown then eviction would only cover tenants names on the lease with the landlord and the other unknown tenants you would have to do an eviction AGAIN for those.

There might be several reasons why the family is holding on to it— in California given the parent-child exclusion for property tax reassessment and prop 13, if a property was bought years ago, the property taxes on an inherited property could be incredibly low that a lot of families choose to keep inherited real property within the family instead of selling, especially if it’s paid off.

On the other hand, if the son just turned 18 and has been living in the apartment with mom since he was a child, I would not require an application (and you probably don’t have legal grounds to force him to complete one in this scenario).
