My townhouse rental in Colorado burned down and was considered unrepairable back on January 26th 2018, The fire did not start in my unit, but took out 61 houses in total before contained due to 30mph winds the day of the fire. its now January 15th and they are just now sending out the building plans to electrical and plumbing for approval.... 

I'd go as far as saying that even a mediocre GC shouldn't have those kind of situations.If the house is burning down, they will call the fire department.
