I am still unsure how but this is what I was told and it wasn't cheap for the explanation. 

& they can use their stimulus money to book it, much like the rush when Wal-Mart put out all the cheap 65" TV's when the $1200 checks rolled in. 

Then, when they have enough small batches they will aggregate them and take them to the post office where they will sit for a week to 10 days while the post office schedules them for delivery.

Unless your water bills are really cheap there, I think you're underestimating that bill.

I only have one flip under my belt, but have been a realtor for a few years and have tons of connections with vendors and contractors to get this done quick and cheap.

That is when $100 per assessment is relatively cheap. 

Right now, this location is cheap, but it has very good mountain views and you are seeing business interests move in that would suggest more money is coming (aka, Starbucks.)

Last and not least, with historically cheap credit, our prices (Miami-Dade overall and many of its municipalities) have gone up year over year (despite the pandemic).
