@Brad WarshawIf you have not bought notes in the past you can also check on some of the major online exchanges where you can buy notes.

Some buyers will want the deed transferred to their name in exchange for the sellers' asking price and financial terms.  

Try contacting larger builders in your area, as they may be willing to buy chunks of 10-40 lots and might want to see certain specs, etc. which you could provide in exchange for a guaranteed sale on completion. 

So, the only reason why a property in Costa Rica is a concession rather than freehold is precisely because the government or whoever is the legal owner wants to have the right to take the property back.I personally wouldn't take comfort in the fact that your attorney has never heard of leases being terminated.
