I have been involved in the past about sales managing and maintaining commercial properties as well as construction projects into retail, banking, movie theaters, and a hotel.For about a year I have been watching and listening to a gentleman that has about 25 years in the experiencing of successful real estate buying and selling apartment complexes and currently owns almost 5,000 apartment units. 

Government run economic agencies, The Chamber of Commerce, heavily experienced Realtors in that area, current Housing Associations, heavily involved Banks involved in the local financing may all be successful at helping you to find the right information you need that will help you decide on to what to do.  

Now, I am nowhere as experienced as some other guys on this forum, but I feel like, if you're always anticipating the markets, you'll always be on the sideline.

The structure for most experienced investors will either be cash or a conventional loan and not seller financing etc. 

Is anyone experiencing the same problem now?

You may also be experiencing some listing aging, where your rental has been sitting on the market so long, potential renters feel there must be something wrong with it if no one has snapped it up yet.

There would be no need for refinancing.This will not defer their depreciation recapture tax but it will defer the part of the gain that is over and above their accumulated depreciation, which could be quite significant if they have experienced a lot of appreciation.

I encourage you to pursue this deal.There is a lot of meat on this one, might be worth looking for an experienced investor to partner with.
