(Though the arbitrage is very attractive)I'm now considering a 1031 exchange, but then (correct me if I'm wrong) I'd have to get a new loan to cover the loan I'm leaving behind...

Can anyone with experience doing an owner carry with a 1031 exchange verify the following?

Also is the day I actually send the certified mail the first day of the notice or the day the tenant receives the mail -- just want to be precise since NYS is so tenant friendly and seems if you do one thing wrong you could lose an eviction and $$$$ easily.So I'm having a hard time understanding the days of the month I can send these notices and what to fill in for dates it must be filled in by. 

With the $$$ exchange rate in some countries I’m wondering if anyone has explored investing in foreign properties and what that experience has been

If they need to close that fast then I’m assuming they are doing a 1031 exchange.
