$20k will barely pay for the closing costs and loan origination fee on a $500k purchase, even from a bank, let alone rehab funds to get the property to a proper occupancy.SBA is not possible to utilize for apartment complex investment purchases.

I was just in Saint John the other day to look at an apartment building.I agree that TO has the annual immigration, but what percentage of those folks are in a position to purchase a condominium with cash (as immigrants normally cannot access credit until they are are established).I think you are wise to want to sell your units and @Jennifer Tan has some good ideas to help you unload them.

Newer 4 plex units can be had for $325k to $350k (but go fast) so you would not hit the 1% rule and you have to watch the HOA fees if you bought into a multi building complex.
