It doesn't sound like he's tried to take advantage of you, it's just that the deal panned out in an unexpected way. 

I know your maintenance costs and CapEx will likely be less with a new build property but you should be prepared just in case you have a hot water heater go out or something else unexpected go wrong.

You have to be ready for setbacks (and a lot of them) along the way: be it lost shipments, faulty products or unexpected costs.
