Our society is full of risk averse people.

I had to remind myself to; stay humble and, that "society" may think delivering pizzas is below a respectable adult, but the rest of society is BROKE!

Its all about changing how society wants you to think and break away from that monotony and get systems in place.

Unfortunately, our society today wants what they want now, instead of saving and purchasing it. 

The law also brings in new liabilities for landlords in that they must keep the 28 day notice secret from the other party and if they fail to so may be fined and/or sued.I am sympathetic to the overall goals but this is a classic case of politicians offloading society's problems onto landlords, who they perceive as having bottomless pockets.

Or do you have to show sufficient positive annual cash flow (such as to support your lifestyle and show you won't be a burden on society)?  

Just like cars, we as a society are moving away from keys.

The downside is that if we do anything external to the building it first has to be approved by the Hysterical Society ... err, 'historical'. 

This law finally considered the mediator as a person providing a professional service, who now acquired a major and respectable role in Italian society.
