Write a letter to the HOA's property manager and the board president stating that the sewer line failed and damaged your property; "as the sewer line and it's maintenance is the responsibility of the HOA, this serves as notice of a claim for replacement/repair by the HOA."

I sent them the a copy of the written approval I got from the HOA board president saying "... the HOA board met on mm/dd/yy and approved unit ### as a rental... " which is all BS because he wrote the letter that morning and I knew the board never met.
