You would have to convince the county recording offices, who are run by career employees who in some instances still are using fax machines and rotary dial phones. 

I would start there and also figure out which NYC office is issuing the voucher (CityFHEPS, Section8/HCV, etc.) 

Would you contact the "DMV" or here in Michigan its called the Secratery of State office but same same?
