The most important thing to a seller is trust, ie trusting you w/ their personal credit, trusting that you know how to execute, etc. 2nd most important thing is understanding the nuances of how to structure the deal. 3rd thing is to have a great attorney who knows how to bring it all together. 

There are many syndicators that had built a reputation for having executed business plans, very communicative, and accountable.  

This method, known as seller financing, can be executed in several ways.

The housing authority is a bit like a co-signer for the lease so they would just decline to sign on grounds of an unqualified property and the lease would never execute.  

So if it is leased through spring 2025 you need to provide an executed lease termination agreement. 

Buy something you can afford, execute your strategy for a year or two and apply your many lessons learned to the next property which will be a better deal than the first.   

Someone dropped the ball and poorly executed this mess.

(Sidenote: I am not sure why people would execute a contract and pay someone for a service that requires you to be active in that service where they could stop providing the service). 

You may want to somewhat hide your identity from tenants though, which if set up correctly, an LLC can do.You didn't ask, but... you should ask your PMC a LOT of questions about HOW they will execute their services and how they will communicate with you.
